Well i have a 31L tank and it has recently started to foam up. I have had this tank for well over 3 months now and it is home to 20 guppy frys. I don't think i over feed them as they eat all i put in 1 minute or two and i don't use a dechlorinater or put any chemicals in the water. I have done a 50% water change every day to see if i could solve this problem for a week now but there is no change. Please help.

You must find out what is the cause of the foaming first. Foam usually means you have an ammonia spike, and if you're not using dechloraminator that's probably why.
You really must use a dechloraminator if your community uses chloramines rather than chlorine. It doesn't evaporate out from just sitting like chlorinated water does. Chloramine is basically chlorine with ammonia added to prevent the chlorine from evaporating out.
If you are doing a 50% water change every day with water that has not been treated you are putting chlorine into your tank.
What kind of filter are you using? Take a sample of your water to the pet store for testing if you don't have your own test kit and find out what's off- it will probably be a high ammonia level. (Anything higher than 0 is dangerously high and potentially fatal.)
You're changing the water way too often... water changes should only be 20%.
Do you have a filter/pump? Is there anything else living in there? If by any chance your have a male betta in there it will probibly be him but i dont think you do so, The only thing i can think of is that you dont have any filtiration
I agree, 20% water changes monthly, any more than that and you ll crash your system. Try a hang on protein skimmer it uses cavitation to separate waste and other organic materials from the water as well as oxygenates the water before returning it to the tank. Just keep a eye on the collection cup it can fill quickly at first.
