If the tank is established, that is you should allow the water to sit about 3-4 weeks before putting in any fish. This will help to build friendly bacteria. After 3-4 weeks, you can introduce your fish into the tank.
If you want to change the water, after the fish have been in it for some time. Once a month you can do a nitrogen cycle. This is done by removing about half of the water and replacing it with new water that has been de-chlorinated. You can buy these drops to add to the new water before adding to your fish tank. This is important.
Check with your local pet store if you don't understand this process. Also, when you add new fish to a tank, you should always let them float in the plastic bag for at least 20 minutes. so they will acclimate to the temperature. Adding them immediately will shock and kill them. I hope this helps.
